Water shortages are becoming real for residents and actually drying out the taps. Over the weekend parts of Joburg and Tshwane were without water - reportedly as a result of restrictions from Rand Water. Midrand, Diepkloof and parts of Soweto were in danger of running dry today. Municipal authorities have pleaded with City of Joburg residents to reduce their water usage to avoid restrictions being increased to Level 3. Wednesday morning several areas in North Riding, Randburg, were warned by authorities not to drink their household water. This was because Johannesburg Water said there may be contamination from a sewage line that was damaged while they were trying to fix a water line. Residents around Johannesburg have been experiencing water shortages for almost two weeks now. Rand Water says it's unclear when water would be fully restored to parts of Johannesburg, Tshwane and Ekurhuleni Metro's following shortages this week. Officials blamed the interruptions on power outages at some pumping stations.

Residents of Johannesburg are donating water to drought-stricken Cape Town as the city is estimated to run out of water within the next three months. Charities in Johannesburg took to social media in an effort to galvanize its residents to donate water for the people and animals in Cape Town, the second largest city in south Africa. One Small Act of Kindness has collected over 69,000 liters of water since Monday. Johannesburg residents not considered indigent will no longer be getting the first six kilolitres per month as free basic water. Announcing the city's budget MMC for Finance, Rabelani Dagada said the budget is aimed at advancing pro-poor development that provides meaningful redress. Dr Kevin Winter, chair of the UCT Water Task team, and senior lecturer in the University of Cape Town's Department of Environmental and Geographical Science, discussed Day Zero in this lecture he gave on 12 February 2018 in the New Lecture Theatre on Upper Campus. He also gavw insight on previous cities that have experienced severe drought and discussed the potential options for the City of Cape Town to avoid Day Zero.
Recently Auditor-General Kimi Makwetu gave the Water and Sanitation Department a qualified audit opinion, with irregular expenditure amounting to more than R700-Million. In the 2015-16 audit, fruitless and wasteful expenditure was R87. 2 million, with irregular expenditure standing at R2. 5 billion. Makwetu also warned that the recommended changes have been ignored. For her part, Mokonyane blames municipalities for the Department's financial challenges. Municipal debt is standing at R7-billion. While the country remains water scarce and is not yet out of persistent drought, the Organisation Undoing Tax Abuse says it is taking legal action against Water and Sanitation., on the Lesotho Highlands Project.
